Only speculative at this point. If you do need a gif library app (albiet without the tagging features) I recommend Jelly's GIFWrapped
What about a web app?
You and me both. A driving force behind the idea of hasgif was a local-first library solution. The complexity of added a sync engine would be a significant investment, but let me know if that's a deal-breaker.
